This level is wacky. Most people solve it by clicking randomly and never understand why it worked. My bad.
Get things into the basic obvious configuration with reflectors in the corner. Now take one of the top right reflectors and aim it to bounce back through the last doppler instead of turning a corner.
This will cause the entangled beam to change colors and light up the last target.
